Drupal uses a system called Taxonomy through which pages can be classified and sorted. Managing the lists of terms in Taxonomy is an admin task (right now only the god Admin can do it but we may decide to enable this power for other webmasters). They are primarily used in the Help and Logs sections right now.

I can't possibly come up with all the possable categories that people might want or need, so in this thread, please suggest any new ones you think would be good to have - especialy for the Logs sections.

Why can't we just have user-made tags?

While Taxomony supports custom tags, other parts of the site rely on the static tags to display lists, etc. It is not easily possible to have both static and custom tags at the same time.
